Big top flop

When George wins a contest and gets to blow the big whistle at the circus' opening night, someone switches the whistle with a broken one, and it doesn't make a sound. Nancy, Bess, and George--who make up the Clue Crew--set to work hunting down suspects and finding the whistle switcher.
