Jane and the magician

Jane, a Knight of the King's Guard, is sent to find a wizard banished by the king for being unable to create a spell to water the flowers and bring him back to perform magic tricks for the Prince, but when she and her dragon spot the wizard, they find his anger--the missing ingredient in his spell--has caused a great flood.
