The fog of fear / Powell, Martin

When Scarecrow sets a dangerous chemical process in motion in Gotham, Batman attempts to save the city from its worse nightmares.

After Gotham City is filled with black smoke by the Scarecrow, Batman must find a way to dispel the smoke before a storm hits the city which would create a gas.
