The federal government creates a committee to rid society of all books it deems unsuitable, libraries team with local governments to form military groups to defend themselves, and Iku, a girl who has joined the Library Forces, is nervous that her parents will find out about her dangerous mission during their visit to her library.

Someone on the team is manipulating Iku, and using her attraction to Dojo against her, and Iku's role in the book burning is investigated by the Media Betterment Committee.

The Library Forces, a group formed to help libraries protect their collections from government attempts to get rid of books it deems unsuitable, sends in a temporary replacement for the director of the Kanto Library Base who has become ill, but when Iku and her roommate Asako discover books are missing, they must figure out whether the substitute director is working with the enemy.

Iku is witness to a disturbance during a Board of Education speech on protecting children from the danger of books. The perpetrators are two young boys protesting the banning of their favorite books. But while Iku wants to reach out to the next generation of book lovers, Dojo insists that they can't play favorites. Will Dojo's prickly insistence on sticking to the rules ruin their budding friendship?.
