Three years after the war between the Empire and the Republic of Frost ended, the Empire has been nearly destroyed by starvation, disease, and bandits, and the Imperial Army State Section III is called in to stop the destruction.

The Pumpkin Scissors try to foil the plans of a gang of drug dealers to take out the Empire.
