In an effort to locate those responsible for the death of Barnaby's parents, Barnaby and Kotetsu research a complex conspiracy that may have dire implications for everyone in Stern Bild City. Later, the duo faces off against a group of powerful, rampaging NEXTs and encounters the group behind their actions.

Thrown together as partners, Kotetsu and Barnaby have a hard time learning to work together until a bomb threat forces them to cooperate.
